I can't get it to deploy over water neutral or my own. Worked so much better in CivV.
Yet this stopped some time ago after one of the patches and now all you see is one lag behind when the carrier moves and then it lands on it again.
As usual no clue from the devs here about much at all...
They can be deployed over enemy territory (if you're at war). What stinks is you can't deploy them over friendly/allied territory. It's a pain to fight a war of liberation or protectorate war when you can't fly over friend's land.
In fact only once (since Summer '17 patch) did the AI even build any bombers to attack my units. In Civ V after flight, air units were a must. They're considerably nerfed in Civ VI.
Nerfed implied it was intentional. The fact is they haven't worked the problems of AI district building and use to the point where it can reliably make and use air units.
The only thing I use carriers for is hopscotch if I want to get planes across an ocean. Even then I just park them at re-base range and hop planes across. The micro management of that annoys me a lot though so I almost never bother apart from 1-2 test games every update to see if the AI has gotten any better with aircraft.
If I were making the game, I'd have treated carriers and airfields like trading posts, where if one is in range it resets the re-base range of a plane so you can fly past it without being forced to land. Or at minimum create mid-air refueling tankers as a support unit that I deploy off a carrier or airfield to extend the range of passing planes.
