Report a translation problem
You could get a trade route out of a harbor though so thats something i guess.
I dont like most of the maps in civ6 whether it be island plates, continents, pangea. The maps in 6 are horrid IMO. Last pangea i played over half the map was ocean tiles and thats with water level set to low. More ocean tiles like that means less usable tiles which in turn is why the maps always seem so clustered.
