I'm mostly talking "built to make a lot of money & trade".
I lean towards Poland becaust of their unique building, and Rome because of their automatic roads and trading posts.

Once you figure out the strength of japan civilization ability you can make them generate insane amount of science/culture/gold/faith in late era, independent from resources and trading (so they can earn even more gold)
one more district per city and the synergy between commercial & industrial zone can be quite useful for building up a strong economy while also working towards a victory condition.
the extra military card isn't super useful for economy, but it can be an indirect bonus i guess (you can slot cheaper upkeep and cheaper production cards at the same time, for example)
