so if your harbor only have an adjacency bonus of 1 (due to the crabs in the screenshot) then the shipyard would give only 1 production.
you can still double the adjacency bonus with the "naval infrastructure" policy card
pretty sure I captured AI city in which the harbor get surrounded by gold so it add 9 production bonus to the shipyard.
a harbor gets adjacency bonus from sea resources and also if there is an adjacent commerce hub - which is somewhat counterproductive nowadays since you only get 1 traderoute per city even if it has both. but i guess you could still build a commerce hub on a river mouth that belongs to one city and plop the harbor of another city next to it to boost both.
anyway, don't know if you can stack adjacency up to +9 for a harbor. maybe with civic cards or something. or perhaps one of the world wonders has a special bonus to adjacent harbor.
city center (+2 gold)
commercial district (+2 gold)
each adjacent water ressources (+1 gold)
each 2 adjacents districts (+1 gold)
NB: when playing england harbor on other continent than the capital's get +2 gold.
so if the harbor is adjacent with city center and commercial district you already get +5 gold.
so what you might have seen is a city with 4 water ressources surrounding the harbor in addition to the +5 gold you can get with the city center and commercial district adjacency, giving a total of 9 gold from adjacency bonus (and therefore 9 production from the shipyard bonus.)
