If desert folklore is not an option, then most likely another civ got their pantheon earlier and chose this one already.
Not with Arabia and (even moreso) Russia, they aren't. Try Russia with Dance of the Aurora, theocracy and the policy cards that double holy district adjacency bonuses plus doubling holy site faith yields.
Not denying their effectiveness for certain Civilizations but when I said weak I meant weak in comparison to other Pantheons; namely the two I mentioned. +5 Production early on from Floodplains alone pretty much floors everything else if you ask me, the same is said for Divine Spark given the rarity of great people points early in the game. Divine Spark in the hands of Russia/Kongo along with Oracle usually nabs you half the great writers in the game. Would I sacrifice that benefit over Faith Generation? Probably not given the fact that I usually hit 200 Faith per turn by late game without them.
And Brazil/Kongo with Sacred Path/any desert nation with Folklore/Russia with Aurora will trample any Oral Tradition/God of the Forge/God of the Open Sky civilization with timing pushes.
It is common knowledge Divine Spark/Oracle doesn't work with Lavra's great artists etc. It's explicitly stated thank you. Even if the bonuses don't apply to Lavras having multiple sources for great people point generation at a time when they are scarce is a very significant advantage.
Kongo with Oracle, Divine Spark and Amphitheater totals for a hefty +10 Great Writer Points per turn quite early on in the game. I don't see how any other combination is a better route than this actually.
