Check the Builder's lower right corner UI again. The repair icon is next to the sleep etc. options at the top and not on left.

Districts can't be repaired by builders. You repair them from the city's build options.

Districts repaired by city itself. Improvements repaired by builders.

I thought repairing pillaged hexes did not cost any charges for my Builders. However, I repair the hex, then I have to build a new improvement which costs me 1 charge. Is this correct?

Repairing pillaged tiles does not use up a builder charge. Pillaged districts and their buildings have to be repaired via the build menu for that city.

What I am finding though.
I will have a farm improvemnet.
Barbarians pillage the farm.
My builder moves onto that Hex and uses the repair function.
However, the farm is not repaired, just removes the smoking graphic.
I then have to spend a charge to build another farm.
Should that be correct?
