"House Rules" to keep the game fun?
I've now won 4 games at 'Emperor', and the game is losing its appeal. Are there some fun "house rules" I could adapt to keep the game fun? Things like "never build a ranged unit", or "never build a university", or "win with only 2 cities", or "no domestic trade routes", that sort of thing? (This is for solo play, not MP)

You can try any of the ones you mentioned or just crank the difficulty up even further.

Why house rules, try Immortal and Deity. Try all different Victory conditions, Culture, Domination, Religious, Science or Score. Try different map sizes. Try any of the nine different Maps. Delete or add AI players. Choose the AI players to make the game harder or easier. Use your imagination and creativity.
Perhaps try multiplayer. Diety is a push over. If you want a challenge play a human. You could also use mods. My group currently uses a one city challenge mod. In fact we have a 2v2 one city challenge tournament this Saturday if you are interested. You'll need to register at civ players.com to join the league

Play against yourself. Each civ going for a different victory condition. Play a game where you go for all the wonders. Tryt getting achievments. Some are strange/hard. Like holding onto a unit in there orig form all the way to the late game only to then use them. (Legion?)

You're speaking of having a legion remove radiation. There's also one for air lifing a lvl 3 slinger

Yup, all good suggestions. What's keeping it alive for me is the achievements hunting. Some are really hard to get and I like using creative setup starts to try to get them... full vanilla of course. I bought the last 2 DLCs, but I'm still busy trying to get the last original achievements. Then I have a whole new list of achievements with the new content. That's why I like new DLcs and new content; there's always new achievements with them.

In a similar manner you can roleplay a little and set yourself guidelines of what you will and will not do. You can try and play morally, protect city states and liberate defeated civs.

Perpetual war throughout the whole game. Your handicap is war weariness. Although you become so rediculously powerful by conquering so many cities.... (You capture all cities, even city states)

thanks everyone for the input. I didn't want to just crank up the difficulty level, because it seemed like that would result in the same experience, just more careful. I like the "achievements hunting", "act morally", and "perpetual war" ideas. Thanks!

Never be called a Warmonger, not once.
One city challenge is always something.
Have a city on every continent, but only one on each.
Give away all your extra gold to your ally or enemy every 10 turns.
Build cities only to give them away to form other countries and drive their politics in such a way.
Pick an AI and do everything you can to make that one win instead of yourself or anyone else.
Only build cities in snow/ice/tundra climates and don't improve/build anything outside of those.
Win domination by only taking one city. (use politics to have others defeated by insighting war)
