I got this one last night, played a few different strategies and didnt have much luck, so I thought I'd share in case someone is looking.

Standard world, abundant resources, no barbarians. Everything else was default , but i removed all ai players but one (me and random civ)

spammed my eagle warriors to scout until I found other civ and overran them
at this point you will win, however if you choose one more turn from the victory screen you know can control city states and basically expand uncontested. Then after you have the resources you need then you just attack a city state. achivement complete.

But don't you have to possess all luxury resources in order to get this? Did you possess the jeans, the perfume, the cinnamon, etc OR only the common ones counted?

No you only need 16 of the 24 resources, those 24 are all on map. the others are off map, i'm not sure how those count. However, since it requires a standard map all 16 you need should be there. Plus if you remove all but one other civ and now can remove all but one city state it should be fast to find out. just send out a bunch of scouts

So my issue has to be the fact I play on a huge map. Dang. I can't unlock it and I'm running all over the map to found new cities with luxuries I don't possess.

Update: I'm on a standard map, I found a lot of cities, I possess 15 luxuries. I looked all over the map, I have 1 opponent, and I can't find the 16th luxury. Even my opponent doesn't own the 16th one. And I turned off city-states. Dang. I'll have to start over again.

I think something did not work as it should, as you can see in the attached photo has +16attack bonus from luxury.
I eliminated the 'machine gun army' unit shown in the photo and nothing, the 'Huey Tlatoani' achievement was not activated
Am I doing something wrong?

Maui will spawn luxuries you don't have - often ones that are unique - if you're careful to use him on the right terrain.
