It's not the problem with your city's production. You don't even get the chance to build it since whenever you finish that tech someone already completed that wonder. It's the fact that how did AI overwhelmed you on the civic tree progression. In my scenario, all my cities have monuments, and I have the plantation +1 culture pantheon and I also got bunch of improved banana, spice, silk tiles inside my territory. I just don't understand how did the AI still managed to beat me based on the amount of culture I'm producing
I understand where you're coming from completely. I feel like I'm getting a handle on the game pretty well except for culture which I seem to be completely lost at. I've gotten some advice on things to do but it hasns't seemed to help much, maybe I just should steamroll everyone in domination from here on out.
On Emperor you will need to prioritize theatre square districts and earn great writers to boost culture output.
Kongo, Russia, Greece, Brazil and Japan are prime candidates.
Kongo with Divine Spark, Oracle and 3 theatre square districts should nab 2 or 3 great writers by the time guilds is researched.
Russia is probably the 1st Civ to acquire Great Artists/Writers/Musicians with the Lavra's bonus.
Greece and Japan build their theatre square districts in half the time.
Brazil can potentially get up to +6 Culture from a well placed theatre square district. That's a very large boost early on.
If you ask me though it really isn't that good because you have to sacrifice production to keep jungles and production really is too important to lose.
And how many of those would you have in your City? Many Jungle tiles appear on flat land and those tiles should never be worked at the cost of mining. Diamonds and Strategic Mines are an exception but they are also rare. I don't ever work other Jungle Luxuries unless they're on a hill and I have no more mines to work on. That's how important production is. (The result of Population Cap which makes working food tiles quite useless when you're at the cap.)
A City would probably have to work over a dozen Jungle Hills to make the Culture gain more viable than the Production loss.
