Also, the conclusion you've drawn is incorrect. It is possible to promote one (or more) apostles with Debater (+20% religious combat bonus) and then later have Debater available as a promotion option on apostles.
I'd like to test my theory...is there anyone with a cheat code to gain a ridiculous amount of faith? Then I'll just make a game one easy, make 6 towns with temples as their first item, and spawn 6 apostles with the 9 choice limit.
Second, anyone reading this...can you identify where the table for the options to pick is built? For instance the Pantheon Menu is under Choosers Pantheon and that's how I hacked that menu to give any religion any of the options...not just the ones that haven't been chosen. I can't find a variable that looks like available_apostle_promotions the way the religions had available_beliefs
A more reliable test would be to play the game unmodded and fish for a game that includes the Yerevan city-state. Once you find one, become suzerain of that city-state and you will be able to choose from any promotion. Then you can observe whether choosing a promotion affects the ability to choose that promotion later.
I've simply observed that if the map has been flooded with a certain promotion, you may not be able to get any of that particular class.
It does get to the point where all promotions are exhausted, so you'll therefore need to wait for some apostles to be cleared before purchasing new ones.
This thread is 3+ years old, so there may have very well been a bug back then, but it could also have been the above.
Also discovered, remember I haven't finished a game yet, that if you use the Expand More mod the cost progression on the city growth eventually you can get hexes for your city that you can't farm.
Last new observation, there seems to be a bug with the adjacency bonuses...my Industrial Districts aren't getting bonuses for mines in adjacent tiles in the adjacent city.
