Yeah, they are almost as OP as the GIlga Donkey Carts in the early game

There ability to take lots of builders is also OP, find and enemy with lots of toops and selectivly take them down with archers and 2 Juaguars. You will get so amy builders your off to a fast stert.

Starting eagle warrior, attacked a city used the promotion to heal and then continued.

[cities] have a Combat Strength stats, which is equal to the one of the strongest Melee unit your civilization currently possesses, minus 10, or to the Unit which is garrisoned inside the city (whichever is greater). Note that Corps or Army units are capable of pushing this number higher than otherwise possible, so when you station such a unit into a city, its CS will increase accordingly. Furthermore, city CS increases for each District the city has, making larger cities more difficult to conquer, even without defenses. The Capital gains an additional boost of 3 thanks to its Palace; this is called 'Palace Guard' in the strength breakdown.

As per combat rules, the damage the city will suffer from each attack is determined by the difference between the attacker's and the city's strength.

so basically, an ungarrisoned, non-capital city with no districts in ancient era (when your opponents strongest melee unit is the warrior) will have a base strength of 10 (?). 28 strength eagles vs. 10 strength city seems quite plausible. that advantage won't last forever, though. maybe 28 is a bit too much, but on the other hand, it doesn't take that long to get iron working, at which point the eagles are already obsolete vs. 36 strength swords. it's also much harder to overrun cities once they get ancient walls (masonry) or when they have a garrison unit.

it's an early advantage and a strong one, but it's pretty useless if there are no nearby targets to quickly take out.

EDIT: also, the eagle costs 65 production vs. the default warriors 40 production, so it's a bit of a tradeoff. if you commit to early conquest and build some extra eagles, your civil development will suffer. you basically *need* those captured workers and cities if you commit to such a strategy.
