How many AI Civilizations can you play with?
I've been searching for an answer to this but I don't think this question comes up enough to find it.

But I love loading up a game of Civ with as many possible opponents as I can, sadly it's often limited so I can't have a very crowded match. I enjoy a crowded game where space and resources are limited. Obviously a limit can't stop me from playing those sort of games but still..

I dream of a day where I can play with every released civ at once and let the madness unfold.

Huge map at least lets you play with 12 but the max number of players is around 22-24 Players (around 21-23 civs that are AI). However there may be mods that allow you to play all Civs at once.

with the "Larger Worlds" mod, with map size set to "enormous" (the biggest option) you can get 25 civs (24 AI civs plus yourself) and 30 city-states.

So, now a puzzling question rises.
As of today - and while the next DLC doesn't go live - there are 23 civs to chose from. And you have 25 slots and the "no duplicate leaders" box checked. But the game gets loaded, anyway (I just did it, to test it out).
So, I'm guessing it will always duplicate 2 of the civs no matter what. And.. how are these duplicated civs shown, in terms of colors?? I'm not going to play this one long enough to find out. :)
