Most war like nation?

Which civilization is most likely to declare war on the player? I play as Germany most of the time, and I want to play a game where I'm at war with another civ most of the time.

That's not hard just be a close neighbour to any Civ except India on a higher difficulty and they WILL declare war on you.

Rome seems like a good choice, never failed to declare war on me as a neighbour before. Gorgo and Pericles seem very opportunistic that way too.

They're all the same. Unless you go out of your way to press their buttons based on their agenda, they pretty much all think about war the same way (except Gorgo, she's the only one who consistently likes it when someone is fighting. she's not any more likely to fight though).

While all AI will likely act nonsensical and declare random war, actually there seems to be some difference in tendency of declaring war.

In my experience, Sumer, Aztec, Brazil, and Kongo has 100% chance of declaring war in very early stage. America and Russia has tendency of war slightly later, like around 100 turn.
Strangely I never have war declared by Scythia and German not even once, which is very weird because they looks like really war-like Civ. Also I rarely got a war from Arabia too. Seems quite peaceful.

Not sure about French, Two-Greeks, China and rest of Civ

Also india will never declare war first due to their Agenda(Execpt very early stage, and Co-Op war. In this case they seems ignore their own agenda)

In civ 5 you could be sure shaka and atilla would declare war on you
In civ 6 every single leader makes those two look like fluffy bunnies
