Rome seems like a good choice, never failed to declare war on me as a neighbour before. Gorgo and Pericles seem very opportunistic that way too.
In my experience, Sumer, Aztec, Brazil, and Kongo has 100% chance of declaring war in very early stage. America and Russia has tendency of war slightly later, like around 100 turn.
Strangely I never have war declared by Scythia and German not even once, which is very weird because they looks like really war-like Civ. Also I rarely got a war from Arabia too. Seems quite peaceful.
Not sure about French, Two-Greeks, China and rest of Civ
Also india will never declare war first due to their Agenda(Execpt very early stage, and Co-Op war. In this case they seems ignore their own agenda)
In civ 6 every single leader makes those two look like fluffy bunnies
