It's a normal mod, simple copy paste into the mods folder but with a trick.
You can use the colors that the author set, but if you want to chose the colors that you can see better, you'll have to edit the file yourself and fill in the color you want for the respective civ.
You'll have to convert the RGB values of the pretended colors into a scale of 0 to 1 (divide the rgb value by 255).
And a thing I learnt from my experience: the file has no mention to barbarians nor city-states so be carefull with what color combination you choose for civs, in order to not getting the same colors as barbarians/city-states. :)
