-1 tile appeal for each mine, quarry, oil well nearby
The last time I read help content, there was no appeal penalty for being next to above improvements (only jungle,marsh,encampment,airport and spaceport)
Is that actually new or it has been from vanilla?

This. People are saying it always has been the case and it was "fixed" this patch but I don't remember ever seeing it in wiki etc. Also it's actually -2. I would call it a nerf disguised as a bug fix.

Strange thing is I'm not sure two district(entertain, culture)was previously giving +1 to
it's surrounding too, you guys remember about this?

I went through the pre-patch xml files and discovered that mines/quarries did not originally penalize surrounding tile appeals.

Neither the improvements xml or civilopedia text xml files make mention of mines/quarries etc doing so

Which means this change was not a bug fix but a nerf. Also, this nerf comes with a bug of its own because instead of a -1 penalty it is actually applying a -2 instead.

So it's just my memory. That felt strangely unfamiliar so I thought it was patched too.

You're welcome. The word "SimCity" draws flak in Civ because of warmongers so be careful with that. But I get what you mean~
