So you can give cities to other civs to reduce amenity issues then take them back later.. although the ai usually just burns them. It is kinda stupid that you have to keep capitals.. you should be able to give them back, let the ai build up again so you can tear them down again. Instead you can end up with a city in the middle of nowhere that isn't productive.. and sucking on your amenities.. you can still starve it down tho, so it isn't a massive issue.
Also you might not want to keep it.. usually I cede capitals back to the ai just take them and cut their pop in half, then give them back. But sometimes I forget to return them on peace and I'm then lumbered with it.
