To me, if the AI is bad, it does not matter how cool the game looks or its depth because you will be cringing almost every turn in the game after about turn 30. The difficulty settings still let the AI cheat a lot, so they knew it sucked on release.
Up to you if you want to wait and have a better cheaper experince or buy now, its your money.
Some of those people most assuredly bought civ6 and are waiting for it to be fixed up to a decent state, for the AI at least.
It is not common to see a many years old prequel title in a series getting more players than the latest release.
So, take that for what you will.
