What are the little head icons on each tile?

just started yesterday and its been years since i have played a civ game.

around the city, there are these little statue head icons on each tile. (when you are in city view) you can click on them and lock/unlock a few at a time, but i can not for the life of me figure out what they are actually for.

can someone throw me a bone?

If the statue head has a light grey background it means your citizens are working that tile. You can click the Manage Citizen buttons (small buttons in the lower right corner just above the city name) and see the worked tiles change. The lock means you want that tile to always be worked regardless of your orders from the Manage Citizen buttons.
