Thunder doesn't spawn

I'm doing the quest for Lady Grey. I've given her the necklace, and gotten the continuation to go to Thunder. However, he doesn't show up at all, and if I'm not mistaken you're supposed to get a cutscene when entering the area of Bowerstone Jail.

Didn't happen to me, and I even did the Archeologist rescuing mission before

had this problem at first aswell what worked for me is compleeting the side quest Bandit Spy Extraction, as a side hint do get all the bandits to help you since for me once getting the bandit spy back to the jail area the thunder cutscene started and kinda bugged it abit which cause you to start on other side of area while escorting the spy. from there the bandits help it that he wont die right away
