Hope it will get fixed somehow.
I believe it's possible to 'scare' the Fisherman off before the contest starts, and thus leaving you unable to do the contest - you can scare him off by either doing damage to him, or by sleeping in his bed before the contest happens (if you do this, you'll tresspass and scare him off).
I have also seen some people report this issue when they hadn't ever visited the Fisherman before, but visited him at a late stage in the game. Again, there may be something going on there.
As far as I remember the team weren't able to replicate this issue when it was last reported - but I'll see if there's anything else I can find out about it.

There are a few people there, and the Old Guy that I just talked to and he told me the rules of the fishing contest.
I'm playing a good character
So... bug if you ask me.
I initially helped him out towards the very beginning of the game, then I never came back until gaining access to Bowerstone North.
If that helps the devs any, maybe the Fishing contest "expires" if you don't initiate it early on in the game?
It's not a 'scaring' him away bug, it genuinely just doesn't trigger. You go in, fish, get the golden carp, leave, run back and bam! Nobody is there.
However I hope that you can do it on another playthrough anyway, plus, just means you get to play it again! :D
