The PC version is said to look even prettier and have some PC-typical graphics options.
Big name companies, like IGN and PCGamer (like them or not), often release reviews before a game hits the stores because they get a review copy.
I never got WatchDogs but I heard so much bad things from PC users.
I dont really trust IGN anyway so i guess it doesnt matter. I dont trust any reviews until i see people talking about it on reddit.

It's all to do with PR and marketing.
Publishers pay for advertising on IGN's site. If a publisher pays to have a game advertised are you going to tell me IGN will give a bad review?
According to a VP at IGN the editors don't know how much publishers pay to advertise but I believe that about as much as I believe my niece when she told me she saw the real Easter Bunny a few years ago.

There are a lot of gaming communities around and IGN is the laughing stock of a lot of them.
I don't know anyone personally that takes IGN seriously.
