If a modder just slapped a female model into the game it would be enough since they don't have to care about the quality. A modder can half-ass a lot of things or improve something over a long period of time but a developer can't. They have to release a game that's complete and adding a new incomplete feature(like just having a female model with people still referring to you as a male) would actually reflect poorly on the quality of the overall game.
Could they just add a female model to the game and call it a day? They probably could. It would just be a very stupid idea since then it would cause even more issues. You don't half-ass something like that if you're trying to be professional. That's why modding is so great; they don't have to care about lore, sticking to the canon, or even being that high of quality.
In my latest comment I also addresed the fact new bugs would probably pop up as well.
But great post. It's not as simple as crappily editing some lines or copying and pasting armors/outfits and other meshes. It's hard work. A lot of work.

You could in Fable 2 and 3. Not in the first game though, which is this one.
Also they are trying to do a cash grab by remastering visuals and selling an old game again. Do you think they want this to become a project with a huge overhead?
The game is all about creating your own character, in appearance with, for the time, a pretty good amount of hair styles, facial hair, and tattoos. Then there was the morality, being good, evil, and neutral, with many different ways to express and explore those choices. You could even dictate your character's sexual preferances.
The ability to choose genders would be right in line with this theme of player choice in the game. It was surprising that it was not included in the original Fable. We see that later installments in the franchise did allow for this choice.
As I pointed out earlier, even specifically mentioning Dante from Devil May Cry, he's a specific character with a personality and choices born from that, which is important to the narrative. In Fable, the player makes many of the choices for what the protagonist does and who they ultimately become. It's very different.
It's pretty well documented that this isn't a heartless cash grab, this really was a labor of love for many of those involved in the project and they spent quite a bit of time on it. While they do want to make something off of it monitarily, this isn't a souless port of the original game to get rich off of.

OP used the word 'let' rather than 'give'. It's sort of a grey area with dictionary definitions, but to me at least, 'let' comes off more as a request than a demand. "Let us have X." sounds more like a request whereas "Give us X." is clearly a demand.
