Legit Duplicate items not getting added to inventory?

I already have an Ebony bow equipped. I just got one from a chest. It is not in my inventory. This is not the first time this has happened. Any equipment I already have doesn't appear in inventory upon pick up? Is this a bug or some idiotic intentional balancing thing?

you cant have two of the same weapon, clothing or key item at once, it has always been the case.
probably programming limitations of the original fable game on original xbox.
