The core gameplay mechanics, attention to detail and presentation are all masterful, but every other aspect of the game is lacking in one way or another.
void Apr 9 @ 2:29pm
10 gameplay, 7 story, 6 execution due to the blatantly rushed second half.

The core storyline is pretty well wrapped up, but there was a planned DLC that would wrap up Eli's story, that was never finished. It's not that the game was unfinished, it's that there was more that Kojima wanted to do with the series, whether that be through future games or DLCs. In any case, the series is left with unfinished storylines and cliffhangers, and will likely remain as such forever. Kojima and Konami have gone their separate ways, and I don't see Konami handing over the IP to Sony any time soon.

Half of the missions are repeats on harder difficulty, but the good thing is that there are multiple approaches to completing them

Kojima has been vocal about his disappointment about not being able to finish the game and how things ended with Konami. Act I is 100% complete. Act II is about 50% complete and Act III was still in the initial development phase when he was fired and placed under a 1 year gag order. Konami said it was taking too long to complete and that he needed to ship something and he said no, it ships when it's finished. So they canned him and released anyway. Kojima is a perfectionist and would never willingly release the game in the state that it is. That's why the story beyond Act I doesn't make a lick of sense and just ends abruptly. It's also why he swore he would never work with a publisher again and only develop works under his own banner from that point on.

All this is public knowledge. The baffoon is anyone who would say otherwise. Kojima's body of work is his pride, and this game was his only disappointment.

Anyway, Act I is brilliant. It's worth playing just for that.

Can you give a source for some or all of these claims?
