so why is skull face involved in this debacle?

Cause Zero wants to "unifying" the world and that means people get killed. and you need people do kill for you or gather information. Skullface somehow got to work for him and ether he got pissed about being used or something zero did to him.....or the simple fact that Skullface might wanna rule the world.
