Is F.O.B online only?

I am buying PS4 version and i don't want to pay for PS+, i also want to customize my F.O.B.

If I remember right it is an online only thing and you have to pay up for PS+ or Xbox Live to use it on the console versions. No word of other payments on the PC version. But you can also opt to not use them and stay offline if you want too.

Yes, fobs are only online.

Both of the above users are wrong. FOBs can be customized and utilized offline. The only thing that needs a payment to PS+ to use is the infiltration mechanic.

When was this stated? Motherbase is not FOB.
Every video I seen they stated FOB is online.
