Probably supporting Major Zero with his plans. After all, Ocelot was a founding member of the Patriots so it wouldn't surprise me if the reason why he was with Diamond Dogs in the first place is because Zero sent him to spy on Snake.
He wasn't trying to kill him. After all, Ocelot was the one sent by the CIA to help Snake retrieve the Philosopher's Legacy. Everything that happens between Ocelot and Snake during Snake Eater is merely friendly banter between the two and a test of who is the better man. Regarding the scenes showing how he converts to Big Boss' side, you won't see any since this is the first game ever to show how Ocelot joined Diamond Dogs and what made him pursue what Big Boss is pursuing.
Although he was a spy for zero, he resented his policies, especially agter the les enfants terribles project, and Snake not being okay with it, so I guess he doesn't consider Snake an enemy, even further, I'd say he grew pretty fond of him, sorta like a friendly rivalry.
Edit : Eva and him start plotting against zero in 1999 if I remember correctly, after Zanzibar land incident when zero kept Snake artificially alive with nanomachines in order to keep him for potential further cloning.

but he was playing double/triple roles.
And somewhere along the way, Ocelot finally made up his mind that he will support Snake while still being an agent for the Patriots - truly fits with how Ocelot manages being a double/triple spy.
