[Roronoa Ladle]

I've been a bit confused about it. I haven't been checking on it periodically until about the 29th mission and after beating mission 31, I've been coming back after so many side ops. It never seems to develop though. Is there a side op I have to complete or a main mission I have to complete to get it to finish building? I'm stuck on a combat deployment mission where I need to have it.

Complete Chapter 1, the game will force you into a cutscene with it completing at some point, just play the game and enjoy it and you'll eventualy get it. I got it fully completed after Chapter 1.

That's the problem, I've already completed Chapter 1 and he's still building it. The only cutscene I got was him putting the top piece in and that's it. Mission 31 is the end of the first chapter.

I'm guessing, but it may have something to do with your R&D level as well, and how upgraded it is I.E. how many platforms. Just a guess though.

Yea while I was researching, that was the issue I kept running into. Nobody really seems to know when it happens because it seems to happen at random. I'm at the point though where mine has been in development for about 20 in game hours though so I'm starting to worry that maybe I didn't visit it enough before the end of Chapter 1.

I only visited it once or twice in Chapter 1, got 2 different movies of it being built. Completed Chapter 1, then shortly got the video of it fully completed after 2 side op missions when I returned to mother base.

That seems worrisome, I've completed about 30 side op missions since the last cutscene I got for it and it's still being made. I wonder if it's a specific thing.

Like I said, it could be directly tied into your R&D bases level, and possibly other platforms levels and upgrades.

On the last mission of Chapter 1, or well the last 3, I got several S+ personel for R&D and other parts of my base, got my R&D 4/4 platforms, and after Chapter 1 was complete I got a handfull of more S+ personal for various parts of my base.

When that happened I did 1 side ops mission like I said, came backto base and it was complete. Which is why I'm thinking it has something to do with the R&D, both platforms, and the max grade of all of its personel. But again just a hunch.
