Guess you're doing it wrong. I used it to put some groups to sleep. In general, they notice it as soon as it his the ground, so just throw it as near as possible, best between them. They will try to jump aside, assuming it is a real grenade and hug the ground BUT the distance they gain should not be enough to avoid the gas.
Maybe you'Re enemies already have gas masks? I had a group with 2 gasmasks which I didnt noticed before, so 2 fell asleep and the falling asleep negated the action of starting the alarm and instead triggered a new white ! which gave me the time to put the both remaining soldiers to sleep by my gun.
First and last time I used the gas nade was on Red Brass mission to get all 3 commanders down at once. Worked perfect, till I walked in too soon and knocked myself out too :D
People always say they want better AI in games, the AI in this game is still quite easy to defeat most times but this particular aspect is at least some what "realistic" in it's design.
