In the timeframe of the game and MGS2? Quiet. As for cyborg Raiden, we talking about MGS4 or Rising?

I don;t think he means the MGS raiden.. I think he means the one from mortal kombat.

They're two completely different types. She's a supernatural sniper that (theoretically) never misses. So at long range she's at a huge advantage combined with her phasing in and out to switch locations.

Raiden MGS2 = Dead meat unless he pulls a Solid Snake on her like Sniper Wolf.

Raiden Metal Gear rising = GG. Bullets hardly affect him and he's faster than her even just running and he can detect enemies from very far away. He's so OP it's not even funny.
