Oh this is an easy one.
All you have to do is make him spot you in a cardboard box and stand still.
He will approach you and then you grab him! (Not kidding, he is attracted to the box.)
Bingo!

Tackle him with your horse at high speed. After several times, he will faint, that's your chance to fulton him!

Or just order quiet to shoot him with the tranq snipe, that's what i did for the 10 guys like him.

Seriously, just sit in a cardboard box. It takes 5 seconds and no resources.... other than cardboard.

after getting smacked by him, i shot him with my Rifle, not the tranq round, one shot knocks him out of the crazed state, so i threw him to the ground then fultoned him

By this point in the game, you should have a very valuable tool in your arsenal for sneaking missions, that will also come in handy here. As you should already be well aware, the Cardboard Box is one of the most important tools in the arsenal of any solider planning a solo infiltration mission. In fact, I'm not joking when I say the success of each mission hinges on how you use your cardboard box. You should already know of and how to use many of its varied and useful features, and should be familiar with the plethora of tactical opporotunities it affords. I will now instruct you on yet another use this item has.

Basically those dudes are soldiers from the old Mother Base that was destroyed 9 years ago. When you see him, put the cardboard box on, walk up to him, let him inspect it, and then he'll recognize that you are Big Boss and let you Fulton him out.

Go sneaky and then, kpow headshot with a tranq, and if he runs, just run with him until he stops, when he stops you try again the "Go sneaky and the, kpow headshot with a tranq".
