Well I tried that and I only got one soldier to notice me.
Tried it on another platform and no one noticed me.
I can't say for sure if it's working or not.
Well sitting near the helipad worked a lot.

Okay so I'm guessing morale never raises their skills at all is what you're saying right?
The only way I found out to increase their proficency is medals. Which is gained either through combat deployment or through Dispatch Missions.
