METAL GEAR SOLID V: THE PHANTOM PAIN

Weird sky
Did anyone else notice a weird sort of effect when you pan the camera with the sky becoming brighter and darker? It usually is noticeable at night and when I toned down (or turned off) motion blur, it seems to have gotten dramatically better (although you can still see the lightning change on vegetation when panning the camera).

Is it a glitch in the game or some sort of graphical effect that I am interpreting as glitch?

This isn't going to help much, but I've been playing the PS4 version exlusively so far and the weird sky effect is noticeable in the same mission in Africa as well. It almost looks like the sky is covered with weird grey dots. It was super disorrienting when I ran across it. Only noticed it once since though.
