Where can I find them in episode 9?I got the prisoner in the truck but I cant find the rest

Drug developer I still haven't found (not that I have been looking hard), but there are 3 other prisoners you can obtain on top of the one in the truck. One is hiding in the river (sitting on the western side) in between the supply base and the palace (I believe thats the name). Another is walking in the desert directly east from the palace and eventually stops to rest under a tree. The last one is the Cybernetics specialist. He is currently being chased by a squad to bring him back as a prisoner once again. You can find there location by interrogating anyone (Im pretty sure, though it may just be from the two in the jeep). The other way is to just drop in at the point right below the Wahk Sind Barracks and head south until you get to an outpost by a road heading up the mountain. Follow that road and you should run into the prisoner right after its highest point.

Found drug developer in Wakh Sind Barracks.

The prisoner by the river is surgeon so you may skip that one, this game has hundreds of surgeons it seems...

You should be more specific and say head west on the back road

What he didn't say is to continue walking, neutralize 4 mobs who were searching for him then proceed more and you'll stumble upon the next prisoner (definetly go with the dog).

Yes but if you don't rush for the Cybernetics specialist the 4 mobs will kill it after 15 minutes of main goal passes.

Basically you can't do all side goals in this mission and grab S rank in one pass. You need to grab that prisoner and nail the search party, then missile at least one tank and stop the car transporting one prisoner, then solve other 4 prisoners before helicoptering away.

Then you repeat the mission for the S rank (set the trap north of the Yakho Oboo Outpost).
I think EMN-Mines will do the trick, haven't tried it yet.

You only need to eliminate/fulton only one tank in order to complete the mission: you can just take one and run for him, save that prisoner and later do the rest.

EMN mines won't work if you're too far, they will not be rendered and won't stop anything: i've already tried that.
