it is called screen tearing if you turn on vsync that should fix the problem

Then you're probably not getting 60 consistently. Lower some graphics settings until you don't get any frame rate drops, or set it to run at 30fps if you can't reach 60.

i should be fine. i have i7 4770 k 4.0 ghz
gtx 960 2 g
8 g ram

also the nvidia expierence says its best to max it out.. and i get 60 fps all the time

i have that fps show thingy on too.
I have all full settings and a gtx 760, i5 2500k. vsync on, everthing at max. I'm assumng you're talking about the refresh lines that show up only with camera movement when looking at bright lights. Switching to my native monitor resolution with true fullscreen fixed it for me.

if you're talking about the general horizontal lines from looking at bright light, that's a function of the game and having SSAO on.

Check your nvidia control panel (vsync, triple buffering) to make sure nothing is overriding the application settings.

ok didnt think it matter what settings i had there haha ill check.
I only have a 400W PSU so I don't think it's that. Switching to native resolution and actual fullscreen worked for me. What resolution are you using and what is your monitor's native resolution?

i am using 1920 x 1080 native. and its 60Hz refresh rate.
huh, I'm using a very low resolution since I use a 32 inch TV and have to sit farther away. I have mine matching my desktop at 1280x720.
