Rescued all 3 legendary gunsmiths,still can't customize weapons

I'm on mission 34,did all the gunsmith extraction missions (107-109,none failed) and still haven't unlocked gun customization. and since you can't seem to repeat completed side ops I can't just try again. did the game actually bug out for me to a point where I'm missing out on a fairly important feature?

Actually his unique trait is Legendary Gunsmith, so you just have to look for that.
He can be dismissed however, which is why i save most people with high stats and a trait i want to keep under direct contract.

like I said in the OP, the side ops unfortunately can't be repeated. only a few side ops are repeatable, seems to be prisoner extractions and heavy infantry destruction. that would be another easy fix tho,to make them all repeatable.

I looked through tons of my staff but since I never realized you unlock the gun customization by extracting the 3rd gunsmith until fairly late into the game it was after the parasite infection and I didn't find anyone with such a trait. gonna give it another look tho,this is the first time I hear of this

I just looked at my staff list. His skill is called Master Gunsmith "Assign to the R&D team to enable gun customization"

I sorted by skills, and he was pretty easy to find just scrolling through the skills. Hes at the top of all the gunsmiths. Hopefully hes still there somewhere.

I just looked through all my 713 staff again,no one in there with master gunsmith or anything similar. looked in KIA/former,all staff and brig,just in case. nothing to be found. just a ton of normal gunsmiths and the specialists. I still think it's a bug that never registers him as legendary gunsmith since he should've been put in the right team and immediately unlocked weapon customization like the other guys did (vehicle customization is normally unlocked for me,directly after I extraced him) or he never got extracted for some reason (if extraction would have failed,which it didn't,it would have failed the mission so I highly doubt that's it)
Even if I did dismiss him by accident at some point (which I highly doubt,I cleared my staff twice to get rid of low ranks and always look at special abilities before I dismiss anyone) , the gun customization screen never showed up for me, which from all the videos I've seen it immediately should.

so there's 3 options here:
- assuming everything went normal and there was no bug, as I extracted him he got put in the wrong team for some reason and eventually he died/got dismissed before he got put in the right team (highly doubt it but I guess it could happen) and for some reason even after he is dead/dismissed you cannot repeat the side ops. which would be a bad thing. it means anyone who doesnt check their staff immediately after extracting him and find the guy and put him in the right team by hand will likely never unlock gun customization,which is already hard enough to find without guides/knowing about its existence.
- there was some bug with his extraction or the tagging for side ops. I'm fairly certain you can repeat the interpreter side ops after the guy dies/fails to extract/gets dismissed,apparently not the case with the gunsmith ones.
- I'm blind. unlikely,as I checked carefully and pretty sure my eyes are in working order :3

I don't know how unlocked it
I was just playing game and to returning to mother base i got it
But then i ♥♥♥♥ up my save and i restore from backup and after i completed mission 107,8,9 i still don't have it
Maybe it's because of mods but tried unlocking it through infinite heaven (from zeta table) but still nothing

I know there is option in sort for latest new personal at mother base so maybe you can just extract him and then in staff management check if he got (or haven't got) the ability
