^^^. If you press V to automate sorting out troops, your weakest ones will automatically be put into the waiting room. Just hold G and Down and you'll easily be able to highlight all those noobs and fire them all at once. I have about 490 men on my MB and very few of those are low ranks.
-Sort ALL your staff. This moves "dead weight" soldiers into the waiting room.
-Then go one more time through your department rosters and make sure to move the "Troublemaker" trait guys to the waiting room as well, because you generally don't want them unless they have really high stats (they will otherwise randomly hurt / sicken your other staff members).
-Now, go to the waiting room, hold the select key (X for controllers, G on the keyboard) and just hit the Down/S key until you got them all selected. Hit the key to change assignment, and retire them. Presto, room for fresh (and hopefully better) blood.
On a side-note, if you have a certain low-skilled soldier you want to keep, such as a cool-looking dude/chick for your playable character on the the combat team, enable the "Direct Contract" option for them, which will lock them in, unable to be moved, kicked out, kidnapped nor killed.
