Mission 10 before missions 7, 8 and 9?
The question is should we go for 10th mission first since it means acquiring the fulton upgrade for resource stashes.

I'm not asking what I can do. I know what I can do.

I'm asking is it better to go for fulton specialist mission first because missions contain those hidden goans to steal a car, trunk or something.

It's not explanatory actually. It's possible that because of something I cannot finish the mission 10 easily before doing previous three.

In any case I risked. Turned out to be an immense profit!
- Total of 5 prisoners* I rescued during the mission are plain awsome, one of them is A+
- There are refined materials all over the place, I'm upgrading the base already
