Fulton Extracting Tanks?

I'm 20 hours into the game at 11% and am now playing a mission where Miller advises me that I should extract some tanks, but I'm still only able to extract people, animals, and mortars. Is there a specific upgrade path, because I'm not getting any option to upgrade my Fulton as of now. Any advice would be appreciated, thanks.

You will have to get the required mother base levels up, think its R & D for the Fulton upgrades.

i had it bugged forever until i got to afrika and actualy looked into it :D
the moment i was able to upgrade fulton to lvl 2 (24 charges) i did that and i was never able to fulton all the good stuff eventualy i switched back to lvl 1 deployed and then it worked now it works fine on all ranks

You'll need to lvl up mother base and then the fulton, in order to get it for cargo and I tihnk tanks you need a transportation specalist, so far I've only seen mission 10 have one. Best bet is to scope out for the people with skills/specialties and fulton them in that mission. I'm only 11% intot he game too and have about 12-14 hours of gameplay, but I'm only on mission 10/11

just start the mission 10 , forget the maingoal , extract the prisoners and abondon mission , then you get the tran specialist .. you can go after main goal later again

It opens after mission 6.
Leave missions 7, 8 and 9 for later and do the 10th immediately.
