If you're using keyboard, for binoculars and weapon scopes it's F.

If your asking about how to customize the weapons I think you have to upgrade to one with a better scope. I could be wrong.

In order to customise weapons you have to find a soldier with the 'gunsmith' skill.

theres a side op caalled the legendary gunsmith, do it, then the next one, on the third you get a guy that lets you customise all your guns, put supressors on snipers ect, pretty handy to have.
