I failed a few of times. First time i planted single c4s on each tank. Didnt kill them, they immediately knew where i was and they killed me.
2nd time, i planted 2 c4s on each tank. Still didnt kill them.
3rd time, i planted 4 c4s on each. Killed one, the other survived.
4th time and final time, i planted 6 on each.
I didnt have high enough R&D or what ever to research rocket launchers.
What DJmass said. Or you can always put 4xC4s for the 1st tank while RPG the 2nd tank. I extracted the Colonel cause his Battle Rank is an A.
How I tackled the 2nd tank is to aim at its fuel barrels (at the back) cause I believe the side has lots of armor on it. I run around and press Spacebar to jump into prone position quite a lot. Also RPG aren't reloadable when prone, you have to be on kneeling position at least to reload. Takes 4 RPGs for the tank to KABOOM!
No unit's level is tied to the number of people in it, not directly anyway. The unit's level is tied to the rating each individual has in that particular area. So if you had 50 E-ratings in your R&D and I had 50 A-ratings in mine, I'd have a higher level R&D unit because the sum of the parts is greater than the whole. I honestly can't see how people think that quantity is better than quality....the game explains the ratings and unit level correlation very clearly.
Then, just rush the tanks and Fulton them as fast as possible, with the crews inside. Mission complete.
Stay prone but close. When the tanks stop, fulton them.
Not only do you get a tank and staff member, it counts as "eliminating" them.
