Just because Snake doesn't talk much it doesn't means he doesn't talk.
No way, I just finished chapter 2, and the main villain talked for like 45 minutes and Snake didn't reply once. I'm pretty sure he can't talk.

But voice acting was wonderful.
Check the movie out its very interesting. There is the theory the whole TPP is a fantasy or VR. This gets assisted with the screenshots of MGS:TPP in which BB has the other arm missing and not his left arm. Also medical röntgenscans are very difficult to know what is left and what is right.
I really think Koji took some inspiration from this movie. Also why did Koji choose Kiefer Sutherland? He aint speaking a word english....
