Not with people who uses logic such as
Let me put it this way.
OPTION 1: Liquid was the one who decides to kill Miller.
* He has a great idea to trick Solid. He decides to impersonate Miller. He sends someone to kill him, Miller dies and he takes his role.
OPTION 2: Ocelot decides to kill Miller.
* Because REASONS that are no longer relevant to TPP's plot and because he wants Liquid to impersonate Miller for the same reason as option 1. Liquid is the leader, Liquid has to give the OK for that to happen and send the assassin and Liquid must agree to play the role of Miller for a while. Hence LIQUID is the one who has the final word on everything.
Basically, no matter who decided to kill off Miller, the final word resides on Liquid and Liquid only. Even if Millers death SOMEHOW helps towards Ocelot's super convoluted plans (They don't, miller is irrelevant by then) Liquid is still the guy who decides what to do with him.
It's all a pedantic conversation really.
He's just a puppet doing The Patriot's or Solidus' or Ocelot's schemes, even though he believes he is in command, he is not.

And we know Ocelot is sided with Liquid, helping him in Shadow Mosses.
