That is my defacto now for clearing armored FOBs. Also way easier to hit (and you can shoot their legs in the small gap under the railing covers to drop them as well. Critically wounding breaks alert too, so you can do it in response to reflex to not be detected.
I never saw a high penetration rifle but I may find one probably have to finish the game
