Hunting Down human trafficker

For the Hunting Down mission, the human trafficer made it to the Kaziba camp. I proceeded to capture/kill everyone at the camp but the mission still isn't over and I'm still told to "Eliminate him". Did I actually have to capture him alive? I've run around, used Sonar, ect, but can't find him. Is he in hiding, or does he actually run away from the white zone he's supposed to be in at the Kaziba camp?
