First of all it's not a random medic. It's You.
Second the medic is not a random joe pulled from a closet. The casette provides info that says that the medic is one of the oldest soldiers in BB's MSF, and he was his best man.
Third the Medic (You) was trained personally by BB and has enough combat experience to be a proficient combatant (no gene stupidity).
Lastly.... HYNOTHERAPY SUGGESTION CANNOT GRANT THE ABILITY TO DO THINGS YOU CAN'T ALREADY DO!!
The reason they wanted to clone BB was not for his physical genes, although it didn't hurt that BB was a "good" specimen what they were trying to clone is the whole package. The physical, and genetic memories of BB.
This is based on the theory that living beings can contain genetic memories inside their body and when a person passes their genes to the next generation, they are supposedly unlocking previous knowledge. Funny enough there was a religion that had a very similar theory before scientists came up with it.
Basically turn BB into an eternal icon that would never die due to the amount of clones that were supposed to take his mantle. Apparently they didn't get the Memo from M.Bison that it isn't such a great idea. The Medic (You) alreaady had the needed training and combat experience so all they did is make him believe he was BB, nothing else.
He did believe he was the legend after hypnotherapy so that probably gave him an edge mentally in a placebo "sugar pill" type of thing.
The clones are about 12 years old, Big Boss trained you 9+ years ago.

They grow really fast.
Going by Eli and Solid Snake... They seem to grow normally through childhood, but as an Adult, Solid Snake went from like 30 to 70 in the 7 years between MGS2 and MGS4.
To be fair, Combat Medics aren't exactly lacking in mental edge considering this guys need to be able to keep their cool while providing first aid and/or improvised operations in the middle of the battlefield.
But yeah... That is up to debate to be honest. What matters is that for all intent and purposes you play as BB, except with one less limb, and shrapnel. But is going to complain about a missing forearm when you get some really cool robotic arms? :D
