The "Paz" Room

I've already beaten the game, but it's still closed. How do I unlock it?

Without photo, that door is locked. Go do some sideops.
Or if you seen all the events, then it is permanently locked.

Every wandering mother base soldier gives you 1 momento (photo). The very last one is going to be right past the first door that opens automatically. If the door is closed for good then you obviously already did everything related to Paz.

it's on the third floor not the second. You'll enter a small room with a sign blocking off one side and a large door with a red button on the other.

I got the 2nd floor and 3rd floor confused because there's a beeping noise on the 2nd floor door indicating that it's inaccessible.

I assume this is the same problem you are facing.
