Is there a silent way to neutralize comms/anti-air?

Knock out/kill everyone at the base first. But no, I don't think there is.

Not sure about the anti-air radar, but squirting the water pistol on radio equipment will destroy it, and no one will notice unless they're close by. (for the antennas with the radar dishes on them, squirt water into the exhaust grille on the side of the power box, not the dish)

For comms, use a waterpistol. No idea for the anti-air apart from fultoning them.

Anti-air as in that anti-air radar antenna, not AA guns that are laying around.

As mentioned you could use squirt gun to take care of them silently, or plant c4 and blow them up after you sneak in-out. Anti air radar is destroyable by silenced rifles as well, I didn't really try to use water pistol on a rotating dish.

If you use the water pistol will it stop people from knowing it was destroyed and investergating it? Or is it when they check it out they just think its damage from rain or something?

I think it knocks the equipment out more silently than just blowing it up. I don't think guards will immediately check it. I am not sure, I haven't used the water pistol much.

After a mission in Africa, I can't recall the exact mission number but it's supposed to be one with child soldier extraction.

This. They'll still investigate a power outage at night, obviously, but I've destroyed radio equipment with water with no one nearby, and nobody seemed to notice. The water pistol also extinguishes fires like torches and burning trash barrels that provide light sources, although shooting the pistol is less quiet than you might expect.

also you can squirt water in a guard's eyes to momentarily stagger him, can save you if you unexpectedly get noticed and go into reflex mode.
