It's already bought. Equip it in the customize menu on the iDroid in the Aerial Command Center.
Edit: From your iDroid if I wasn't clear enough, sorry.
there was a more unified design flow for this ui that got cut, along with helicopter passenger weapons upgrades and being able to order the helicopter around as fire support you could ride on. was linked to the d-walker autonomy upgrade.
quiet was a lot more useful and precise in the past, too.
the bulk of the direct social commentary would've taken place on a third area map that was a relatively small island eli had set up on. kind of a vague sentinel island parallel. there was gear racing and things, but the bulk of the narrative was mediating a conflict between eli's child soldiers and the extremely hostile natives. who used spears, foottraps, low tech stuff. the 2012 and 2014 tech demos showed the foot traps and some of the island.
the bulk of the final 6 months of development was spent completely rewriting the game's ending and patching up all the content lost in doing so.
there was a little bit of planned DLC for gear racing decals, but the entire segment wasn't DLC as people like to claim. just the cosmetics. the confusion stemmed from a rumored online gear racing dlc that never manifested.
