As for his cowboy thing, it's just something he likes. As someone who's worked for both the NSA and the KGB, I'm sure he's been able to watch plenty of westerns.
First of all, you can't really ask why Ocelot is influenced by cowboys, it's just a Kojima thing, a way to give a character unique, recognizable qualities.
Second, (if you played MGS3) you would understand that Ocelot never wanted to kill Naked Snake in the first place, he was a double agent for the CIA (technically he was a quadruple agent but I wont elaborate), and was trying to help Snake kill the Boss. Also, Ocelot clearly showed respect for Snake in a competitive rivalry stance.
*SPOILERS BELOW*
And finally, at the end of MGSV, there are cassette tapes that explain why Ocelot is working with Snake. Zero hires him, and they were both members of the original Patriots.
